Title: Targeting of CBI/CBN cards

From my understanding, the current ruling is if a card that is CBI or CBN is targeted by a negate and discard card, that it cannot be targeted.

For example, opponent blocks with Fallen Star and withdraws my hero. I present a new hero and have inish. I play Word of their Testimony to try and negate and banish FS, but since he can’t be negated in battle, I can’t target him for negate and banishment.

Is this correct?

Not quite.

The scenario you described falls under the "Do as much as you can" rule.

The common scenario that comes up with CBI/CBN is Babylonian Siege Army and Joseph Before Pharaoh, where the discard is dependent on a target being chosen by the negate.

Actually those two cards play out differently even though they are worded the same.  See the play as and LR version of Joseph Before Pharaoh for how that one works.  And I still believe Siege Army should work the same way for consistency.

Negate targets abilities, not cards.

Negate a card.
