Mourn and weep....and scapegoat. ..do their abilities also affect you if you play it?

Yes (unless you play Mourn & Weep during battle, then it only targets the opponents).

Sorry to bring this topic up again, but just to make sure:
Does cards with effects like Mourn & Weep need to be played "just" during battle (i.e. also on a character who is outside the battle like False Leaders) or do they have to be played in battle (like their wording says) meaning on a character who is in battle?

Mourn and Weep (TC) - SA (Star) Discard a good card from a Reserve. (EE) Banish this card. If you do, each player (or each opponent if played in battle) must skip their next battle phase.
Mourn and Weep could be played during Prep Phase, Battle Phase or Discard Phase.
If played as a TC enhancement each player must skip their next battle phase. (includes you)
If played in battle each opponent must skip their next battle phase. (excludes you) Also when played in battle it must be played on an EC in battle not on an EC in territory.

Cards that say "if played in battle" have to be played in the Field of Battle.
Cards that say "if played during battle" can be played during battle but outside of battle, such as on False Leaders.
I think False Leaders and Mark of the Beast (as an Artifact) are the only cards that can currently meet the second.

I guess I should have looked up False Leaders also.
False Leaders (TC) - SA If an opponent uses a search ability, you may play an evil territory class Enhancement from Reserve (or discard pile if that player has hand advantage) on this card.
