The exchange is an effect, as is the exchange back. I would have to rule that based on the wording, Goshen would protect the heroes from the exchange back of the Heroes. I can't say for certain what would happen to the heroes if they were taken out after, say, three turns of being in Goshen. There are a few ideas that seem possible to me, but they all have problems. I would wait for further input before determining a result.

I see stalks as a one time effect even though it spans across several turns. I would argue that because they aren't protected when the ability activates, they would still return to owner's territory

I asked this at Nationals, Bryon said that Goshen does not protect since the exchange back trigger was set before Goshen's protect takes effect - I'm not sure if that was a real good ruling, but I bought it at the time, now it just seems fishy to me.

that just doesnt make sense that it would exchange back. it doesnt have protection when exchanged but then it gains protection from goshen. just seems odd.
