Title: Special initiative when decreased

Does a character in battle get special initiative when decreased to zero by a decrease special ability or is the character immediately discarded with absolutely nothing they can do?

From what I understand the character would have special initiative. Does anybody know where this rule is located in the REG?

It's in the glossary, under S  - Special initiative.
