If a special ability specifies "may", does that mean it can be activated any time during battle?

e.g.  Priscilla may band to Aquila

Does the rescuer need to band when Priscilla is presented, or can Aquila be added later?

"May" does not mean you can do it at any time. If you want to band Priscilla to Aquila, you must do it when Priscilla enters battle. However, "may" does mean that you can choose to use the ability or not. If Priscilla just said, "Band to Aquila," then you would have to do it.
