Simple question,

Can I play SoG/NJ on my shuffler during my opponents draw phase if they draw the FBTN soul?

Yes.

Multiple Elders agree that you can play dominants during draw phase in this thread (http://www.cactusgamedesign.com/message_boards/index.php?topic=24497.0)

It doesnt hurt half as much as the actual ruling against SitC.  I tore my deck apart last night because there is no point in playing a SitC deck that cannot lock out an opponent
