How do we determine what identifiers are given to sites? I'm thinking mostly because of Emperor Nero discards all Roman sites, so what makes a site Roman?
Almost every NT site in Redemption was a place under Roman rule (except Ends of the Earth, New Jerusalem and the Angel Wars sites) but most of them aren't Roman, which is fine, but then I looked at Caesarea Philippi, which sounds to me like it should be Roman, being that its named after Caesar, but in the REG is given Jew as its identifier, which I'm unsure as to why, other than it happened to be in Palestine.

Well the REG lists only Nero's Realm and the printings of Roman Prison as Roman Sites. I think you bring up an interesting point though.

That would most certainly make Nero a site access EC! Interested to hear the final determination on this topic.

It was decided (partially because it could be argued that Nero could discard nearly every site in the game, since most if not all sites in the game described locations that eventually became part of the Roman empire) that the only Roman Sites are locations that were in Rome proper. Thus, Nero's Realm (which was Rome) and Roman Prison (which was in Rome) are Roman sites, whereas Nazareth, Jerusalem, etc. are not Roman sites, since they were not in Rome proper.
