can I add a site to battle after my opponent plays something like Belshazzar's Banquet to get site access? And if so, can I play the site from hand?

I can't remember the rule on this specifically, but I believe you can add a Site to Battle at any time (as long as you have initiative)

You can add a site to your side of a turn during your initiative, but keep in mind you will pass initiative if it is a stalemate or mutual. Also in your example, you could not add a site because the evil character is killing themselves, and that doesn't pass initiative, plus if somehow it did, the souls would still be protected so it wouldn't matter.

For a real example, consider this:
Opponent uses Just a Hireling to discard his pharisee in battle and shuffle 3 LS with two still in sites (of which you currently do not have access). It is now a battle challenge. If you have Dragon Raid in territory, I would say you could add it to battle to get access to the souls in sites. Don't know why he would play JaH if he sees DR in your territory though. :o
You can add sites to battle anytime (even more than 1), as long as no abilities are removing your Heroes from the battle, as long as the sites come from your territory. This is what I've heard regarding these kinds of ruling questions for years. I've never heard of needing initiative to add a site to battle.

Does anyone have initiative when only one side is remaining in battle? It seems wrong that the scenario Q describes wouldn't work. I, too, have never heard of initiative being a component of adding sites to battle.

If you needed initiative to add a site to battle the entire concept of using sites for access barely works, because I don't have initiative before my opponent chooses to block.
