Are you allowed to have say, 7 Samaria sites in a 50-56 card deck? There is nothing in the rulebook to contradict this.

Yes you can. Or you can add another Ls and another Sam site for more Samaria fun.

Card that has a special ability (text over the picture).
Samaria does not have a Special Ability, so you have can as many Samarias as Lost Souls (in T1).
