With the Site Guard LS, are you making an RA at a guarded site when there are no LS's in it?

if there are no lost souls to be rescued then it is a battle challenge.

You can only be making a RA at a guarded site when it contains a soul you have access to.

If there is not a LS in that Site, what do you propose you would be rescuing from that Site?

To answer simply, a player cannot make a rescue attempt at 1) a site with no LS in it 2) a site with a LS they do not have access to.

Similar to this, if you're not playing with the rule where you select which Soul you are trying to rescue, how do you determine when effects like the above activate? Do all effects that you could possibly have access to all activate anytime you make an RA?
