Title: Single Phase Protect Effects: Static or Dynamic Targeting?

Can a single phase protect effect dynamically update targets?  For example, I make a RA and my opponent suicides Uzzah to protect lost souls from rescue.  If I were to then generate another lost soul in his territory (say by adding The Ends of the Earth to the battle or playing Harvest Time), would Uzzah grant that new lost soul protection from rescue as well?

Unless an ongoing ability (like a protect) specifically limits itself (a target, or just those currently in play), it will dynamically update targets as new ones become available. So Uzzah would protect any new LS generated.
