Do you shuffle a deck after it is searched even if the card does not say to shuffle, or do you only shuffle when the card played says to shuffle?

Always shuffle a searched deck, unless the card says NOT to shuffle.

Isn't the local John promo the only card that you don't shuffle with.

Yeah, and that's more of a "look at the cards" ability and not so much a "search for something and get it" ability.

Reveal typically means every player sees the cards. With John only you get to see the cards. As to your second question, well...I shall withhold judgment.
A search card allows you to look at the cards in a deck, artifact pile, or a player’s hand. Searching implies only you see the targeted card(s). Reveal means that all players see the targeted card(s).
So no, John would not be a reveal ability, but a search ability.
