So I have a few Shoes of Peace (Rainbow brigade) that don’t have special abilities and one that does.
Does the old rule that I can have 3 copies of a card without special abilities per 50 still apply,
And, either way, do they count as different cards that I can have in my deck anyway?

The current rule is you can only have 1 of each card with more than 1 brigade, and I think all the Shoes of Peace have the same art, so all of them are the same card.
I think the "3 without SA" rule always only applied to single-brigade cards, but I'm not certain.

Okay, then that is the next question we need to address.
Can you have 3 rainbow brigade of the same copy without special ability?

The Type 1 Deck Building rules limit those 1. If you'd like to use 3 copies of a "meek" (no SA) card it will need to be single brigade.
Maximum of 3 of each in a deck:
• Heroes, Evil Characters and Enhancements that do not have a special ability and have one brigade at face value.

Just in case more clarification is needed, “rainbow brigade” is not one brigade, but a combination of all brigades of that alignment. In this case, as a good enhancement, rainbow brigade represents all 9 good brigades (listed below) and therefore is limited to 1 as mentioned by Gabe and Aggie.

Since at least C/D. The A/B rulebook doesn't seem to include deck building rules.

During CoW development we tested Coliseum with 3 Letters to the Churches and Ethiopian Treasurer recursion. It's a fun gimmick.
