Throne of Grace (fortress) has an identifier: "Plays to set aside."
What exactly does that mean?
Does that mean it is operating outside of the "In Play" area?
So, can it still be targeted by Shipwreck?
How can a fortress operate outside the play area?
Wouldn't it have to be In Play to work?

It means to play this in your set aside area out of play.
Yes it operates outside of play just like Noah's Ark.
Yes shipwreck can Target it.
I'm not exactly sure it just does I guess I need to check the REG to find out the exact reasoning. Probably the same reasoning that the guardian instead lost souls in the land of bondage from being targeted.
And no it doesn't have to be in Play to work.

Cards that play to set aside area still function outside of play because that is how they are written. There are others like gates of hell, fishing boat, and even potters field that also work like that and the concept has been around for a while.
Part of why shipwreck was printed was because cards like those (fortresses in general really) were difficult to deal with because there were few good answers.
Shipwreck says it can target a fortress or site in play or set aside area thus why it can target those in set aside area.
