Title: Revealer Soul Question

Romans 3:23 Lost Soul: "When you draw this card, each opponent must reveal the top 2 cards of his draw pile. Place each revealed lost soul into owner's land of bondage. Place the rest beneath his draw pile."

Does this card's effect go off whenever it is drawn at the beginning of the game?

Yes, after you and your opponent are done drawing your initial hands it goes off.
