The playtesters have reviewed the matter of whether Split Altar should be played as printed or given errata with Rob. Rob realizes it does not work as intended but has decided not to give it errata. Hence, it will be played as worded.
Split Altar shuffles all active artifacts in play. It does not shuffle deactivated artifacts (since they are out of play).

discards? It reads shuffle all artifacts. it doesn't specify in play...

Unless specified otherwise, special abilities target cards in play. Split Altar does not state otherwise, therefore it targets only Artifacts in play.

At long last this shadow has been removed from the game. :)
I am glad the PTB aren't creating errata solely to make cards "play better." This decision makes me very happy both as a player and a judge.

Wow... yet another useless promo. Glad I only have one of them. :-\
This is a very disappointing ruling. You'd think that when the playtesters make a mistake and severely gimp an otherwise awesome card, they'd want to correct that error.

That is the key. We are reserving errata for broken cards. We are not going to open the door to errata for "weak" cards. IMO Split Altar is not useless. It simply isn't super strong.
Anyway it's officially resolved. Carry on my good people.
BTW, hello from NYC and the Toy Fair. The show is going fairly well so far.

Although disappointed that a National Promo isn't a stronger card, I agree with this ruling.

Although I find outcome is disappointing, I agree that consistency and keeping errata to a minimum is what's best for the game. Thanks for making a public statement Mike and Rob.

Well, if not the official ruling we were all hoping for, we still have another way to get rid of pesky/annoying artifacts for a turn or 2.
on a side note, I am glad to see that the Redemption PTB do not follow the State of California Government motto...and I quote "If it ain't broke, fix it till it is." ::)
