A new state promo can only be used at Regional and National tournaments the year it is released.

Can all of this be codified somewhere, please, if it isn't already? It is confusing to say certain new promos can be used in some tournaments while others can't.

The fact that hosts have/should have this information means players should know it. If Hosts are maintaining the rules on Promo use then players should be hearing said rules when these questions arise at tournaments.

I know we (as the Elder team) have said this before, but one of the projects we will soon be tackling is a major update to the tournament host guide, which would include information such as this. It's obviously long overdue, but our priorities have been focused on the new set and REG updates.

To make sure I'm understanding this correctly I want to present this scenario:
Host A of Wherever, FL, is the first person in the country to host a local tournament in which the new promo (the Watchman) is the participant promo. Nobody can use the promo in that tournament.
Two weeks later, Host B of Whosville, GA, is hosting the second local tournament in the country in which this promo is also being given out as the participant promo.
Can the participants of Host B's tournament use the promo they just received from Host B, or do they have to wait until the next tournament to use it (local, district, or otherwise)?

From my understanding I thought a player could use the promo if the promo had already been released in a prior tournament (i.e., I host a local tournament next month and the promo is Crowds LS. One of the players wants to add it to his deck before deck check-in and he can do this as it has already been released for over a year).

I always thought you couldn't play with the promotional card that you got in the tournament that you received it at. I thought it was based on you as a player not when the card was released.

This was the rule many, many years ago. It has been updated as stated above.

I kinda have an issue with that because you shouldn't be able to use a card at the same tournament you got it (namely because to my understanding, you should be getting at the same time as when your deck is being checked.)

Promos are received when players sign-in, not when they get their deck checked.
The rule has been changed for many, many years and I don't foresee it being something we are going to revisit. In fact, this past year Rob graciously allowed players to use the new Noah's Ark promo at Nationals despite that being the first tournament where it was given out (since the Flood Survivors theme didn't really work without it).
If I remember correctly, the reason for not allowing promos to be used at the same tournament in which they are received was because we did not want to put players at a disadvantage who had never seen them before. However, in recent years we have been spoiling and previewing cards much, much earlier so that players have a fair chance to see them before they attend a tournament. Sure not all of them will, but it would not be from a lack of opportunity since new cards (sets and promos) are previewed either here or Land of Redemption a minimum of weeks in advance of their release.
The current system gives players the most leeway in using new promos without putting a player at a disadvantage if his state or regional tournament is later in the season and he doesn't have the opportunity to get them until much later than a player in the region next to him. (i.e. I received a Job promo from SW regionals last weekend--it would be unfair for me to use Job at MN state this coming weekend since the North Central Regionals has not happened yet.)

Ok so once they are released at the tournament that season that they're first being released at they can be used not at that tournament but all subsequent tournaments.
