How do the putting your new promo in deck rules work?

Can i put the new goliath promo i got at a tournament in a deck i use at the tournament or what?
Can i trade with someone and then put it in my deck?
How does this all work?

You cannot use Goliath until Nationals or next tournament season.

New Local/District promos cannot be used at the tournament you get them from. They can be used at all tournaments that follow.

New State promos cannot be used any State level tournament the same season. They can be used at the Regional & National tournament the same year.

New Regional promos cannot be used at any Regional level tournament the same season. They can be used at the National tournament the same year.

New National promos cannot be used at the National tournament. It's tournament legal for the following season.
