Title: Promised Land - site or fortress?

Is Promised Land (Patriarchs) a SITE or FORTRESS?

This matters for T2 deck-building -- if it is a SITE with a special ability, then you can have 2 in a 100 card-deck (right?). But if it is a FORTRESS, you could put 3 in a 100 card deck (right?)

The only confusion that should come from the site icon being on a fortress would be Potter's Field, Kingdoms of this World & Goshen.
