Can I activate an Artifact before returning a hero from set-aside during the prep phase?

Edit: I meant prep phase.

Currently yes, because Hero's don't actually come back until the prep phase, and actions can be carried out in any order during prep.

Are you sure they don't come back during the upkeep phase?
