If it's not currently then it needs to be. Game actions and abilities shouldn't be able to happen outside of a phase.
As the person who this happened to in a tournament, I second this proposal. :laugh:

After thinking more about this, wouldn't pregame HAVE to be a phase for abilities to work? Just like the wording on GOTE, abilities also default to ending at the end of the current phase. If GOTE doesn't get discarded because there is no phase, then abilities that activate pregame should also persist until the end of the first actual draw phase.

Whether or not we’ve labeled it a “turn” we certainly “take turns” activating * abilities and Lost Souls. In teams we call the pre-game “phase” intro-prep. It seems like we’re due to add a little more structure to the things that happen at the games opening.
