Title: Plagued with Diseases and Face of Death

Does this still work like I think it does? Does Face of Death discard all of my opponent's Heroes if PWD is active?

While Plagued with Diseases is considered a disease itself, it doesn't specify it diseases the characters it decreases (like, for example, Without Food does) so I would think that it would not meet the condition of Face of Death. Not 100% sure, though.

Agree with browarod.  PwD is a decrease ability alone, not explicitly a disease ability with an ongoing decrease attached.  The characters it decreases are not considered diseased.

The new Maltese Viper card is actually a great example of the difference between the two types of abilities (albeit with poison instead of disease).

It has a solitary decrease ability (that is not related to a poison) and then a poison+ongoing decrease(+paralyze) ability. The latter actually gives the Hero the "poisoned" status, whereas the former does not.
