Title: Philly Outpost

Two situations that may or may not be legal.
1. Player one attacks. Player two blocks with Goliath, then uses PO to search for another EC to band into battle.
2. Player one attacks. Player two blocks with Goliath. Player one shuffles Goliath. Player two uses PO to search for Armorbearer, then puts Goliath back in battle.

Philistine Outpost (TP)

Type: Fortress • Brigade: None • Ability: None • Class: None • Special Ability: When you are attacked, you may discard this card or an evil card from deck to search discard pile for a generic Philistine and place it in your territory. Protect Sites from being placed beneath decks. • Play As: When you are attacked, you may discard this card or an evil card from deck to search discard pile for a generic Philistine and return it in your territory. Protect Sites from being placed beneath decks. • Identifiers: Play to territory. • Verse: I Samuel 14:12 • Availability: Thesaurus ex Preteritus booster packs ()

I've always played it that philly outpost has to be your first action when attacked before choosing a blocker

I agree that it is the first thing you must do. Even if it was worded differently though there is nothing on outpost that lets you add the ec to battle. Also unique characters cannot enter better more than once in a turn.

The wording is like that so that you can place another EC in your territory to get past TGT.
