Title: Philistine post office in TEAMS

In TEAMS I am attacked (PO in my territory) i use the ability. I then pass the block to my partner can he use the ability since he is being attacked now?

No. You share fortresses so only one of you can actually use the special ability on outpost for that specific attack. It is basically played as if the card says when your team is attacked one of you may...
