You may discard a clay enhancement (or place it on Widow’s Tables) to negate an evil card and return it to owner’s hand.
Do I have to negate the evil card in order to return it?

I believe if it is negatable then yes, you have to negate it. If it is not negatable, then you do as much as you can.

if it says you may do ~~~ and ~~~ you can choose to do one, the other, or both. I think that Guardian is right. It says to discard to negate and return, so it seems like you have to do both.

no, because you cant negate an evil dom. and they are discarded immediatly after use, except for dought.

I don't really get why this needs further clarification. The "may" never applies after a "to," only an "and." With Samuel (http://redemption.wikia.com/wiki/Samuel_(RA2)), the D2 isn't optional if you put the searched character in play (although after re-reading his ability I'd argue you don't have to put the character in play). Even though there are two actions after the "to," you don't get to apply the "may" after that.
In short, you are required to do both if you discard the clay enhancement.

Do characters negated and returned by Permenas remain negated through the battle? (I.e I negate and return Sabbath Breaker to opponents hand, if they block with him will his ability activate)

Cards reset to default in hand so the character would no longer be negated. You could block with it and use its ability.

My question of this thread was under the assumption that Parmenas was a TC Hero before I saw the card.
