Here's the SA and Errata/Play As from the Redemption Wiki for the pale green evil enhancement "Palsy",
(Printed SA) Selected human Hero in a territory is paralyzed and cannot enter battle until healed.
Errata/Play As: Selected human Hero in a territory is ignored until healed.
And here is the definition of Paralyze from the same source,
Paralyze,
A paralyze ability targets a character in a territory. That character is not allowed to enter battle until it is healed.
How to Play,
A paralyze ability is instantaneous. A paralyze ability targets the character that then cannot enter battle.
Default Conditions,
Targets must be in a territory
I'm wondering,
1) If the Errata/Play As is even necessary
2) Why it was changed in the first place
3) Which way it should be played

I could be wrong, but I would guess the Wiki is mistaken and Palsy is a paralyze.
As for why, I'm guessing it came from a time when wording was becoming more consistent and at that point it is possible that someone had the idea to combine paralyze with ignore (as they do similar things if the paralyzed/ignored character is in territory) and the play as got added and never got changed due to how out of date the old REG got, and it was copied into the Wiki without anyone really thinking.

We did not used to have a definition of Paralyze, and Ignore is actually a viable substitute in some ways when trying to word special abilities so that people understand (which was that play-as project's goal).
As stated before, if it changes what a card does and is not listed on these boards as an official errata, those Play-As statements are not official.
Palsy is a paralyze, and the latter part of its ability is now clarifying text since we have a definition.
