So when it comes to deck building, what cards count as neutral, good and evil?
Ive always wondered on Specifically, Artifacts, Cards that are good and evil (Such as Drawn Sword) and Multi Colored Sites such as Dragon raid...and also saul paul...
Please answer asap! Thanks!

Artifacts, Dual-Aligned Cards (both good and evil), Sites, and lost souls are all neutral.

To expand on Westy's entirely correct post:
-Covenants, though they are artifacts, are considered good cards; Curses are evil under the same rule
-Saul/Paul is considered an evil card for deck-building because his default state is an evil character (he enters play as an EC, is an EC in your hand/deck/discard, etc.)

technically Dual-Alignment enhancements are both good and evil, and not neutral, only counting as neutral for deck building purposes. As both good and evil in deck and hand, they can be target as either in those places, and once played they can only be targeted as the alignment they were played as.

Drrek was right, they aren't actually neutral, but both good and evil. This means that they are also dual-brigaded, and you can only use 2

Well if they are good and evil I would argue that you could play 4 of them since they are not multiple brigades but rather evil and good

Just as they are both good and evil, so also are they both Red and Black. That's two brigades. That's multiple brigades. Thus you can only have 2.

I would offer a counter argument that they are still multi-brigade cards...they are just not of the same alignment. Therefore, you can only have 2.
Hopefully, the deck building section of the new rulebook will address this. I don't have time right now to look it up, but I did want to address the fact that there are 2 brigades on Foreign Sword thus making it multi-colored.

Is there something that states the the Multi-brigade does or does not need to be of the same alignment?

The current rule does not specify good or evil for the brigades so cards like Foreign Sword are limited to 2 per deck in T2 as they have 2 brigades on them.
