Okay, not sure where I missed this, but how are sited actually brought into "battle? Maybe I read another topic wrong. But it seemed to imply a site being brought into battle.

If you mean can you add a site to battle before a character blocks, yes you can. If you are asking if you can add a site to battle when you control the evil character, no.

By referencing the attacking player I believe it is only during rescue attempts.

Yes. You must have placed the site in your territory during one of your preparation or discard phases for you to be able to add it to battle.

Okay, I know generally sites are used to protect lost souls, but some imply being able to add other characters while in territory?

Which sites are you referring to? There are a few sites that do extra stuff besides just hold souls or do something in battle.

I am sorry I was thinking of forts. Above question, how do forts hold good/evil characters plus can they be placed in battle like sites?

Forts do not enter battle. If a fort specifies that it can hold a card but does not specify how the given card(s) enter and/or exit the fort, you can do the unspecified action either during your prep phase. So for example, Fishing Boat tells you how Heroes can exit it but not how they enter. Therefore, you can add or remove Disciples during your prep phase but you cannot manually take them out (Since exiting is specified in the ability) or underdeck them as specified.
Fishing Boat: "Each upkeep, you may place a Hero from here beneath your deck to draw X or to give your disciples access to all Sites this turn."
Edit: Corrected. Unless both enter and exit are specified in the ability you can do either during your prep phase.

If a Fortress with a hold ability does not describe how cards are both added and removed, then you may add or remove cards during your preparation phase.
If it specifies both add and remove, you can only do those when specified. If it doesn't specify both, you can add and remove during the Prep Phase, as well as whatever is specified.

The old Goshen and Kingdom of the world both have site icons when they really should have Fortress icons. That's probably what you're talking about.

Ah gotcha...went back and re-read "Fishermen's boat" it never specifies when to place them on there or remove them, just several actions to choose for those heroes each up keep if you have placed them there. So general rule is add/remove on prep phase (not upkeep? or am I confusing phases here?) and then follow through with the action of choice. I am simply using the "Boat" as an example here...

Upkeep happens before prep and is when you do things like update counters. Prep is when you can place most cards in territory, activate artifacts, etc.
