If my opponent has heros in noahs ark and i discard my darius decree, does it just reset the heros turn count or are the heroes discarded because noahs ark doesnt specifiy that heroes in set aside are insteded to the ark, just that when they are harmed they go to ark, so would that default to being harmed in play?

I think insteads override the default targeting - if the trigger happens anywhere, you can instead it. At least I'm pretty sure the ruling is that Chamber of Angels can save angels discarded from hand/deck.
So it would just reset the turn count on the Heroes.
