They're sites at face value, and multi-brigade sites are not covered by the maximum of 1, so you can have 1 per 50 for a total of 2 in a 105 card T1 deck.

According to the REG all cards with 3 or more brigades at face value are limited to one.

That's for T2, and the question was about T1.

Both sites are 1 per 50 in T1, NJ/Bride is maximum of 1 in T2, and Babylon/The Harlot is maximum of 2 in T2.
