Just to be clear, is it possible to, say, play Provisions on a hero and then play Feast of Trumpets on the rest?

You can't use multiple set-aside cards on the same character at the same time.

You can use set-asides on different characters, one after the other. So after playing Provisions on someone, if you still have a Teal or Green Hero in play, you can set aside the rest with Feast of Trumpets.
