Are you able to have more than one of the same artifact/curse/covenant active at the same time?

No, they are all considered unique.

Can you have one in set aside and active at the same time? Knowing the rules of uniqueness, I assume no. But I seem to recall differently.

No.  If someone "water jars" an Artifact you cannot activate the same Artifact on your Artifact Pile.

Speaking of Water jar, can I activate Magic charms on a Magician who is set aside?

Im gonna say no because he is out of play.  If a magician that has charms on him goes to set aside, then Charms is temporarily out of service until it comes back in play.
