Title: Moses, Paul, punisher

I the rescuer have like 7 good brigades in play. My opponent has the punisher. I enter battle with Moses, he is then negated by the punisher for having to many good brigades. I play a band enhancement on Moses and band in Paul. Who negates Neutral cards. So punisher is now negated. Moses is no longer negated. Are territory class characters now negated or prevented by Moses?

The ongoing prevent of Moses would active, preventing cards played in battle. TC class characters would already be active so they wouldn't be prevented, but any played in territory (by a search) while Moses is active would be prevented.

But Moses' ability is a negate, not just a prevent, so wouldn't he interrupt those abilities?

Moses' negate (or any negate all, really) is both instant and ongoing. Punisher prevented the instant portion of Moses' negate, so it can never activate. The ongoing portion can activate when Punisher is negated.
