Which Moses cannot band, Warriors or G-Deck?

Considering these two cards do the exact same thing, I'm not sure what your question is.

Ok new question, can they both band, or both can't band with a character that can band?

They are both fight by the numbers. So neither can band. Only characters like Aaron can band to them because his banding is cbn by a hero.

So if the band is cannot be interrupted or cannot be negated then you can band to them no problem.  If it doesn't say either of those then you can band him in but then he will make the battle "by the numbers", and kick Moses out of battle and then the battle will continue as a "battle by the number battle."
