I attack w/ Mighty Warrior (http://landofredemption.com/wp-content/uploads/2018/04/The-Mighty-Warrior.png) on my first turn. My opponent has no brigades in play yet. Can I still toss the first evil enhancement my opponent plays?

I was thinking the same thing, based on being able to discard/shuffle a hand of 0.
And I assume the Dull LS would get triggered as well.

I don't think the look and the toss next are connected at all. If I'm reading it correctly, the ability can be broken down (and abbreviated for brevity's sake) as:
"If alone, you may do one of the following:
- look at top X, take 1 and underdeck the rest
- toss the next EE
Cannot be interrupted."
I'm not sure if "looking" at the top 0 would trigger Dull or not but the whole ability is optional so you don't have to do either. I guess unless you're baiting a Music Leader to trigger, that is.

The look and toss are connected. "Look at top X: Take 1 and underdeck the rest or toss the next. CBI" is a better abbreviated version. Something that's nice about this is it acts like david the psalmist with a bit more pay off. you get to know your next X cards and opponent must toss the first thing they play, or you can grab an enhancement.
