Fishing boat + Darius's decree

If I have, for example, 4 disciples in the Fishing Boat and an opponent flips up Darius Decree, what happens? The fortress plays to set aside, and nowhere on the card does the card say anything to the extent of "protect contents from effect."

Poor drowned disciples. A cool ability would be to set SOG aside to protect the disciples.

Wait, wouldn't Leviathan stop all this?  Or is a boat too unlike a ship?
(more along the lines of an enhancement being too unlike a fortress)

i find it amusing that leviathan negates shipwreck which negates ship to cyprus which is already negated by leviathan. haha :)
