Title: Lying Unto God and Initiative

My question is regarding using Artifact or Covenant effects during a battle, and whether or not the blocking character would receive initiative in that case to play Lying Unto God. For example:

I have Covenant of Noah face-up on my Artifact pile. The blocker plays, let's say, Coliseum Lions (discard one hero in battle), I declare I'm going to use Covenant of Noah to negate that. Does my opponent have initiative to play Lying Unto God to negate Covenant of Noah?

Covenant of Noah
Type: Covenant • Brigade: Blue • Ability: 2 / 5 • Class: None • Special Ability: Use as an enhancement or an Artifact. Interrupt and prevent one evil enhancement. Discard after use. • Identifiers: OT • Verse: Genesis 9:1 • Availability: Patriarchs booster packs (Common)

Lying Unto God
Type: Evil Enh. • Brigade: Multicolor • Ability: 2 / 3 • Class: none • Special Ability: Negate and discard an active artifact. • Identifiers: None • Verse: Acts 5:4 • Availability: G Deck

I think (please correct me if I'm wrong) that the answer is no, because Covenant of Noah is discarded after use, and therefore is no longer "active."

That would make sense, but when is Cov of Noah actually "used"? Would LUG negating it interrupt the use before it completes thus CoN would still be on the field? This is the part I'm confused about.

Also, do they even have initiative to negate it (whether or not they actually can negate it), since I don't need to have initiative to use CoN?

There is no "special initiative" given when an enhancement is negated, only when a character is being removed from battle. And since Cov-o-Noah was discarded, Lying Unto God would no longer affect it, since it only targets artifacts in play.

Ok, I think I understand. Since CoN leaves the field as part of it's effect, it's no longer "active" and thus not targetable by LUG. I see.
