Can you rearrange cards for look? I know you can't for reveal any longer but what about look?

Not unless it tells you otherwise.  You couldn't with Reveal before, the rule change changed the Underdecking rules (so you couldn't just set the bottom of your deck unless it specified any order).

That is correct; this portion was added last year in REG 3.0.0:

Quote from: REG 3.1.0 > Topdeck and Underdeck

If cards are revealed or looked at from the top or bottom of a deck, and the same cards or a portion of them are then topdecked or underdecked, they are placed in the original order. If this cannot be done, shuffle the cards prior to placing them in the designated location.

So Susanna (doesn't specify) cannot change the order, while Divination (specifies any order) still can.
