can i have i am salvation active without using its special ability? is the same true for assyrias tribute?

Type: Covenant • Brigade: Green • Ability: 3 / 4 • Class: None • Special Ability: Negate all special abilities on Lost Soul cards (except the "Lost Souls" card). May be used twice. • Identifiers: NT • Verse: John 3:16 • Availability: Angel Wars booster packs (Common)

Assyria's Tribute
Type: Artifact • Brigade: • Ability: None • Class: None • Special Ability: While you are blocking with an Assyrian, negate all special abilities on Enhancements and Heroes. Cannot be negated during the battle phase. May be used twice per game. • Identifiers: None • Verse: II Kings 17:3 • Availability: Faith of Fathers (Set 7)

i thought arts with 'may' in the ability were optional use abilities though? like holy grail?

I wondered if that's where you were going with this.  There are a few cases (usually older cards) where "may" is used and doesn't indicate the ability is optional (Lydia and Michael are two such cards).  This is one of those cases.  Even if it wasn't, the word "may" is a part of "may be used twice" so the option it gives is to use it zero or one times rather than two rather than the option being to not use the other ability when you activate it.
