Do kings of Judah count as kings of Israel?

Judah was a separate kingdom from Israel that split off from Israel following the reign of Solomon, with the kingdom of Judah being ruled by those from the line of David, and having its capital in Jerusalem, and the kingdom of Israel being ruled by various lines that usurped power from each other, with its capital in Samaria.

Thank you, I sort of remembered the general story about Judah, I was just hoping I might be able to use gates of samaria on Judean king.
