So, since this fortress is in play, you could have two of the same color evil characters in it just to stop the garden tomb from working, as long as you have one in your hand too, correct?

Yep. One of the things I heard as a possible way to get around TGT is to put Self in KotW, that way you only need to have one EC in your territory to block a TGT attack.
