Im confused as to what it means by blocked, does this mean any time while your hero is blocked you can use it or just when it is blocked for the first time?
...when gold hero is blocked, you may discard this to do stuff

Redemption special abilities use two different "condition words" to indicate how a trigger works.
"IF x happens" is a one time check at the moment a certain event takes place.
"WHILE x happens" is an ongoing check that can take place at any time the condition is true.
Joshua's Spear uses "If" so it's a one time check when the condition is met.
*Some old cards might use "when" instead of "if" but both mean the same thing.

So when Angel of His Presence (PoC) (http://landofredemption.com/wp-content/uploads/2019/04/120-The-Angel-of-His-Presence.png) enters territory or attacks, he draws 1 immediately if there is a Redeemed Soul in a Land of Redemption? And that's the only time he draws?

Gabe was only talking about triggers/activated abilities, not regular conditions on abilities. Angel of His Presence is a trigger on a rescue, not a regular condition of a Redeemed Soul being in a LoR.
This is in the REG under Special Ability Structure>Conditions, but it's not exactly easily quotable.
Broadly, there are 3 different conditions in Redemption:
1. Triggers: "If X happens"
- These are constantly checking for something to happen
- Most of these are fairly obvious - "If X enters battle,", "If opponent draws/searches,", etc.
- "If blocked" and "If rescued" are triggers
2. One Time Checks: "If X (is true)"
- These check if the condition is true when the ability activates
3. Ongoing Checks: "While X (is true)"
- These check if the condition is true while the ability is active
- "At any time" and "During battle" all alternate forms of ongoing checks
The one time check for whether there is currently an EC blocking the Hero is "If opposed".
I don't think we've used a one time check for "If there is a Redeemed Soul in a Land of Redemption", but that's probably "If any player has a Redeemed Soul".

I guess I don't see any difference, linguistically, between "If a Lost Soul is rescued" and "If any player has a Redeemed Soul". They are just two different ways of saying the exact same thing.

"Rescue" is a game action in Redemption, which is why this is a trigger. "Redeemed" is a card state
