Title: Ignoring Brigades.

Can enhancements be ignored if the brigade they are a part of is ignored?

I believe enhancements can be ignored, however they are not prevented from entering battle like ignored characters. You can still play them, then just can't affect the card(s) ignoring them.

Correct. So if you ignore black, you can't be discarded by a wrath of.Satan played by a gray emperor, but the emperor can still play it if rome is out.

They can also affect anything else (deck, discard, hand, etc.) if I'm not mistaken.

Like browarod said, only the cards actively ignoring them cannot be affected. If my opponent is ignoring my crimson evil character (who is already in battle), I can still play Great Image to discard all their characters not in battle.

Or if he's ignoring my Pale Green EC, I can still Confusion any card in their deck.

That would be a little tricky, because the deck discard takes place once HE enters battle, and if he is being ignored before he enters battle, he can't enter battle.
