Would Hezekiah signet ring cancel out Second Coming? My thought is yes, just wanna make sure.

An opponents HSR restricts your TSC, yes.

To be even more specific Hezekiah's signet ring doesn't cancel out TSC. It make it so your opponent(s) cannot play TSC.

Actually they are totally free to play it. Just not search with it.
