Title: How many cities?

How many "Cities" can you have in a T2 deck and a 105 T1 deck?

Also,

Can you have 2 cities (Raamses) in play =1 as a site,and 1 as a fortress?

2 of each City, but no more Cities & Sites than LS. This is covered in the REG 5.1.0 Deck Building Rules.

Multiple copies of a City can be in a territory, as long as no more than 1 is a Fortress.
