Title: Household Idols (negating banding?)

Household idols states:

Heroes may not band. Good banding cards have no effect.

Question: Is this the same as a "negates banding" ability?

For example: Suppose I had household idols in play and then did a rescue attempt with Aquila banded with Priscilla? Aquila's ability reads: "...May band to Priscilla. Cannot be negated."

So, can Aquila still band with Priscilla, even when Household Idols is out, because Aquila's banding ability cannot be negated?

Play As: Prevent band abilities that target Heroes. Ignore Heroes with band abilities.

This is the play as but I'm not sure exactly how it works in this case. I think he might be able to band but he's ignored. But I guess we can see what other people say.

As i recall the cbn band works but the character with the band ability is ignored. So they can only attack from hand, and the numbers have no effect on battle resolution.
