To play a territory class enhancment/high places enhancment do you have to have a character of that brigade to play it on?

Think of them like healing or set aside cards. You can direct their effects to other places, but you need a matching brigade to play it at all. In fact, it would reasonable to assume that set asides would have the territory symbol in the future, unless they'd rather not for consistency with other set asides.

Enhancements are ALWAYS played on a character.

Additionally, the "insert" found within the TxP boxes says that the territory class cards must be played on a character.

I don't think it would be necessary to give set-aside cards the territory-class symbol in the future. After all, it's a game rule that set-aside enhancements, weapon-class enhancements, and healing enhancements can all be played outside of battle. Territory-class enhancements are just a new enhancement type that can be played outside of battle, that are given the territory-class enhancement symbol to cards that don't fit the set-aside, weapon-class, or healing criteria.

since high places and territory class...

No other Enhancement played in or out of battle has been playable on anything other than a matching or allowed character.  For what reason do you think brigade match suddenly vanishes?
