High Places lets you play an evil enhancement with the word "place" in the special ability. Does the birgade have to match an evil character in your territory? ??? If so why?

You always have to control a character of matching brigade in order to play an enhancement, or a character who is allowed to play an enhancement because of a special ability. That includes any kind of enhancement, be it Territory class, Weapon class, A "Placed" enhancement with High Places, an offering enhancement with Altar of Burnt Offering, or a regular enhancement in battle.

Would this hold for playing place cards using High Places though? The character's SA doesn't activate unless they're in battle...so if a guy said "May use Orange enhancements" you wouldn't be able to play an orange place off him because his SA isn't active, right?

Right. But cards like Ashdod, Herod's Treachery, and Rome are always active, and would allow their respective target characters to use TC/Placed enhancements of off colors. So Your Philistine could use Set Fire with Ashdod occupied and High Places out.
