Do female heroes in Goshen and other fortresses count towards "X" in He Is Risen's special ability?

Ability - "Interrupt the battle and set aside X Evil Characters for X turns. You may add a N.T. angel to battle."  X = Number of your NT Female heroes in play

Yes. Goshen and its contents are in play.

actually, a lot of protect forts that have your female heroes in them work. provided the heroes are indeed yours and you did not swipe them from your opponent and as long as the fortress does not play to a set aside area.
