I was just wondering if the Goliath promo stops people drawing from Fishing Boat?

Not unless you can activate Goliaths ability before the drawing from Fishing Boat aka during the upkeep phase and even then it wouldn't work because his ability defaults to abilities in play. :)

No Goliath does not specify that he targets set aside cards. All abilities default to in play. So no he would not.
